RESERVOIR VILLAGE

Reservoir Village is a traditional neighbourhood shopping precinct located mainly on Edwardes and Spring Streets in Reservoir, 13 km north of the Melbourne CBD. 

Reservoir Village is comprised of a mix of retail, professional and personal plus community services. The centre primarily performs as a local community shopping centre for weekly and convenience shopping however, it also performs a localised role for specialty and lifestyle retailing. It is a strong community and civic destination due to the Reservoir Library, RSL, Reservoir Civic Precinct and traditional services including the Post Office, bank, chemists and newsagency. The Civic Centre in Edwardes Street has further strengthened its role in the area. 

The Village is also serviced by two supermarkets including Coles on the corner of Spring and Kenilworth Streets and the independently owned IGA on Edwardes Street. 

The centre is located within the City of Darebin and a designated Major Activity Centre when combined with the Broadway centre which is located to the east of the Epping Railway line and bus interchange. Despite the closeness of these two centres, Reservoir Village and Broadway currently function as independent centres, as major road infrastructure and the rail line create significant barriers for pedestrian, bicycle and vehicular access between the shopping areas and into the central station precinct. 

Reservoir is approximately 10 km south of Melbourne’s northern growth corridor. The South Morang rail line and major north-south arterial roads including Spring and High Streets, run through the centre of Reservoir and provide direct access between the precinct and the CBD. The station occupies a large proportion of the station precinct. 

Further south is Melbourne Water infrastructure and the reservoirs, which are located on a high point in the region. 

Edwardes Lake Park and T.W. Andrews Reserve in the east and west forming a green edge to the centre and providing major passive and active recreational assets for the community. A small reserve in the south west corner and the Yan-Yean pipe track provide other open spaces within the Reservoir area.

Residential areas surrounding the central precincts are generally characterised by detached singles storey dwellings interspersed with multi-unit and townhouse development. A small pocket of industrial properties on Edwardes Street is located within the residential surrounds. 

Reservoir Village is centred on Edwardes and Spring Street and is bounded by the Special Rate Levy area taking in: 

Edwardes Street – From Spring to Compton Street 

Spring Street – From Kenilworth Street to Cleeland 

Ralph Street to Byfield Street 


BACKGROUND 

In 2021 Darebin Council renewed the marketing levy for Reservoir Village. This levy is to support the funding of place-based promotional, marketing, business and economic development initiatives to encourage the economic success and vibrancy for all Reservoir Village businesses. 

The Centre has an established Traders Association which is the representative body of retailers, professional services and other businesses located within the Village (Edwardes Street and Spring Street). The Association’s role will be to oversee and manage the funds and provide leadership and guidance to traders and the wider community of Reservoir Village. 

A draft marketing plan has been developed to respond to the current needs in the Centre. This will provide the Marketing Coordinator with guidance and priorities. 

QUOTATION SUMMARY 

The Reservoir Traders Association seeks to engage a part time Independent Contractor experienced in Shopping Centre management and marketing to support the Reservoir Village shopping centre for a period of six months.

The Marketing Coordinator will promote and strengthen Reservoir Village by building prosperity through a healthy economy and a strong business sector. This will be achieved by developing and implementing marketing and promotions strategies on behalf of and reflective of Reservoir Village businesses. 

MAIN RESPONSIBILITIES 

o Deliver marketing activities – online and in-centre for the benefit of local businesses. o Proactively engage in person with local businesses and encourage networking amongst businesses. 

o Conceptualise and deliver marketing activities. 

o Provide monthly communication to businesses within the centre. 

o Manage budgets for activities including suppliers and subcontractors. o Management of business database list. 

o Be a conduit between local businesses and Council. 

o Monthly reporting to City of Darebin Place Manager. 

Key marketing projects in this time include: 

o Educate the village businesses about the role of the Association and continue to the build Reservoir Village businesses database. 

o Work with the social media consultant to continue to raise the profile of Reservoir Village businesses and increase the online audience. 

o Help build a sense of identity and character for the precinct – e.g. through revamp of the Reservoir Village website. 

o Help facilitate and organise events including an event (The Taste of Reservoir) tentatively slated for early 2024. 

Communication: 

o Monthly business newsletters. 

TENURE 

The Independent Contractor will be appointed to coordinate Reservoir Village management and marketing on a contract basis for six months and, initially on a trial period of three months. The appointee will not be an employee of either the Traders Association or Darebin Council. 

APPROXIMATE NUMBER OF HOURS PER WEEK 

16 hours per week of which at least five hours a week needs to be in the centre engaging with businesses and delivering projects. This may vary depending on workload and quotation cost. 

REMUNERATION 

The successful contractor will be paid on a monthly basis at an agreed maximum amount in accordance with an agreed hourly rate of pay. 

Program costs such as events, subcontractors and promotional materials, will not be included. 

As an Independent contractor it is anticipated that applicants will: 

o Have their own ABN, relevant insurances and submit a monthly invoice with report for work completed. 

o Pay their own Tax and GST to the Australian Taxation Office and manage their own superannuation and paid leave. 

WHAT WE ARE LOOKING FOR 

o You are self-motivated, proactive and personable person who can create trust and build relationships. 

o Understand the challenges facing shopping strips, particularly the impact of COVID 19 and how to navigate the business sector post COVID. 

o Can deliver marketing activities that increase awareness and visitor traffic to Reservoir Village. 

o Demonstrated experience in online marketing including creation of complementary social media campaigns and website maintenance. 

o Great project and budget management and meeting contract requirements and milestones. 

o Ability to attend meetings and events outside normal business hours, as required (not often) 

ADDITIONAL

A second language is preferable
Previous experience with local shopping strips highly desirable
